The NYPD made 39,218 low-level marijuana possession arrests in 2012 (over 440,000 in past decade), each consuming an estimated 2.5 man hours of police work. Just a little stop-and-frisk to terrorize New York City’s African-American and Latino youths, while pissing away Gotham’s tax dollars.
